Approach & Methodology

LOGICAL aims to introduce a highly innovative ICT service based on cloud computing to facilitate the interoperability of businesses, infrastructure providers and institutionalised actors active in the logistics sector on both single logistics knots and between them (multi-clouding). The final output of the project is the „LOGICAL Cloud“ that connects actors active at six participating knots and designed to integrate further logistics hubs to unleash its full potentials in the optimisation of freight transport within and through Central Europe. The chosen methodology and all anticipated outputs serve that key objective. The activities are divided in three main phases and four thematic work packages. In each one of them, all partners must closely work together as tasks are shared between transnational partners and the availability of each partner‘s specific expertise and previous experience is crucial for a successful implementation. conceptional representation of multi-cloud-approach (reference: Network Logistics Leipzig-Halle)

Concept phase

The implementation starts with a concept phase, identical to WP 3, that covers the first year of the project lifetime. In that phase, the results of the „InterLogGrid“ research project are transferred to a feasible transnational cloud computing concept specifically for the enhancement of the interoperability of different actors of the logistics sector. Activities include the assessment of local system requirements, the identification of parameters for multi-cloud linkage and an investigation of legal and institutional factors (e.g. data security). In that phase, the cloud computing approach is debated both with international experts (Conference at Wroclaw) and local businesses from the logistics sector as final beneficiaries of the ICT service. The phase‘s core output is the definition of a Transnational Cloud Architecture that represents a common concept in the first step for the creation of location-specific data clouds that can in the second step be linked with each other.

Test implementation phase

Based on the cloud architecture concept, the test implementation phase of LOGICAL includes activities to set up, configure and test beta-versions of data clouds under real market conditions (WP 4) and non-technical measures that focus on capacity building, the elaboration of a long-term business concept, and contractual questions (WP 5). In the creation of location-specific cloud computing services, the entire physical infrastructure, capacities of different modes and different providers of cargo transport, and local market dynamics have to be duplicated virtually and a large amount of data programmed. The test of the new service‘s beta-version will take one year after which it is thoroughly evaluated to determine needs for improvements. In parallel, end-user capacities are build in Transnational Seminars (representing also networking opportunities) and the durable institutionalisation of the cloud computing infrastructure is prepared (business plans, model contracts).

Market introduction phase

In the final year of the project lifetime, the market introduction phase (WP 6), the „LOGICAL Cloud“ is brought to its full service stage. Hitherto, the location-specific data clouds are improved based on test phase learning, relaunched, and interlinked. Awareness raising and location marketing events accompany these activities to highlight the competitive advantages of the new tool and to promote the adherence of actors of other (Central) European logistics hubs to the ICT service (location marketing, local events, expert conferences). The final phase also includes activities aiming to create a reliable framework to secure the maintenance and further development of the „LOGICAL Cloud“ beyond the funded lifetime. To that aim, user contracts as well as a transnational service management agreement are concluded.
